Cleaned the tankless water heater with descaler solution and flushed out anything left in the system into a bucket. Ran hot water in the kitchen and hall bath to test(ok).

Pulled the toilet and looked at wax ring noticed that the horn was crushed and partially blocking flange. Removed and replaced with a new wax ring without a horn reset toilet and tested(ok).
Tenants replaced the whole toilet themselves, and it still goes down slowly. I augmented and plunged, but no change. Partial blockage - referred to drain cleaner.

Found the oil furnace not working. Found stack limit/primary control tripped. Reset the limit and found the burner would run, but the fan would not turn on.
